I've assigned multiple rackets to Cassandra, it's telling me to assign a district to her but I have absolutely no idea how to assign a whole district to her, or the other bosses. But it just isn't possible to max out all 3 underbosses, because there's no way to get the final perks for all of them without pissing. Update on the matter if anyone cares: It's entirely possible to pull off a 4-3-2 split and maintain max Loyalty to the very end if you play your cards properly! As peeps on here have mentioned, you need to "short straw" the Underboss you want to only give one extra District during the mid game ~. Any help would be.
